When the timer or PV divert where requesting sleep, they where doing it with the same priority as when active, so the PV divert could not activate. Both modules now use the default priority for sleep to either can override.
This change also includes a changes to view (and change) the claims on the EVSE for debug as well as changes to block setting the delay time on the EVSE via RAPI.
