GitHub actions: update "cache" version for set-state deprecation #1807

This is ready for merging.

Feature or improvement description
An update to GitHub actions is deprecating the save-state and set-output commands. We used these indirectly through the actions/cache@3.0.4 package. The cache package was updated to not use the deprecated GH commands in the v3.2.4 release. Setting to actions/cache@3 will pick the latest version.

No issue, just annoying warnings from GH actions.

From the GH actions on one of our automated tests during a PR:

The save-state command is deprecated and will be disabled soon. Please upgrade to using Environment Files. For more information see: https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

Out GitHub actions had been pinned to cache@v3.0.4, but this used the old method of set-state that GH is deprecating.  Any version of cache after cache@3.2.4 will contain the fix
