Why is this change needed?

To be able to translate spp_farmer_registry_base to Lao Language.

How was the change implemented?

Added the exported lo_LA pot

New unit tests

How to test manually

• Enable the Lao Language in Settings > Translation. (In Developer Mode)
• Install or Upgrade spp_farmer_registry_base.
• In User Preference > Choose the Lao as Language.
