Also tweak the LayerManager UI to compensate, re-label a couple of input boxes, and add some extra tooltips.

Negative scroll values don't seem to work in all scenarios, but enough that I think it should allowed in the UI.
Also re-labelled a couple of things, and changed some tooltips to reflect current (perceived) knowledge about how layers and their magical properties work.
