Resource management facade should be able to notify when the module is avaible/running.
The FacadeBase class already have both IFacadeControl, ILifeCycleBoundFacade implemented, inheriting from it gives the Resource Management all the properties and event needed.
IN MORYX 10 IResourceManagement should implement ILifeCycleBoundFacade
