-remove logging from train rule (already performed with parallel) - remove params.prefix bug from log paths
- add in logging handlers.clear() - define logging level

What
This PR incorporates log files for each rule across all pipelines. They are setup for linux-based systems and log both the stderr and stdout streams.
All logs are then located in your experiment_dir as the following:
./log/snakemake_rule/keywords.stdout./log/snakemake_rule/keywords.stderrTesting
Running the various pipelines and making sure the generated log/ file structure is as intended.
