update pre-commit config

• respect to pre-commit>=3.0 config format: remove support for top-level list format pre-commit/pre-commit#2656
• switch from yapf to black and ruff as python linter (background: https://github.com/PaddlePaddle/mirrors-yapf has been deleted)
