  Update to minimum version of angular2-template-loader to 0.6.0

  angular2-template-loader v0.5.0 had codecov as a dependency which shouldn't be there and is causing issues like the one outlined in NPM install failed #1125
• What is the new behavior (if this is a feature change)?
  0.6.0 Release includes the change moving the offending package to devDependencies
