This behavior produces some weird effects test results coming in from earlier/abandoned requests and subsequent requests reinitializing the already reported test stats and then you wind up with nothing in your reporter because the test runner says all browsers reported.
This reverts commit 44f48fb.
Preserved this commit and subsequent stuff in "wct-navigation-retry" branch for looking into fixing at later time.
