iteration report with no releases have an empty release heading but no text to indicate no release #25

Describe the bug
iteration report release section can't report when there are no releases

Expected behavior
Should add text to report no releases in this iteration

Additional context
Might be easier if we flattened the release data structure. Or maybe we can just use a scratch variable to detect no releases.
