Reactivate NEOS-MOSEK Tests

Summary/Motivation:

We were notified this morning by NEOS that the NEOS-MOSEK interface was repaired. After testing locally, it was confirmed that it does indeed work again.

Changes proposed in this PR:

• Reactivate NEOS-MOSEK tests
