Update Copyright Statements

Summary/Motivation:

This PR is dual purpose: (1) it adds the missing copyright statement to all existing source files (py, cpp, hpp extensions); and (2) updates the year range from 2008-2024 rather than 2022.

(I am so very sorry for the size of it.)
