  • QIN-HEADNECK subject 47 can be used for testing - there are 2 time-points annotated - none of the findings is present in both time points

ENH: loading longitudinal TID1500 SR with new plugin (issue QIICR#177)

* new class DICOMLongitudinalTID1500PluginClass:
  * parses at the patient level and goes through all patient studies
  * storing eligible DICOM series with modality SR temporarily
  * sorting all SRs by SeriesDate and SeriesTime
  * creating association between prior and followup report by setting
    attributes "PriorReportUID", "FollowUpReportUID" and
    "SOPInstanceUID"

* TODO: make sure that any combination works. If selecting oldest SR
  and loading it, segmentation nodes won't reference the right scalar
  volumes.
