Track navigation2 dashing branch instead of master #447

Navigation 2 just created their Dashing release. You can find the latest release code on the dashing-devel branch. This branch will track the ROS 2 Dashing release.

We've had a lot of trouble keeping the Turtlebot 3, Navigation 2, and ROS 2 repos all building together. Now that ROS 2 and Navigation 2 have a Dashing release version, Turtlebot 3 can use those releases and, hopefully, we'll have fewer problems keeping everything working together. :-)

Our dashing release hasn't been pushed to OSRF yet. That will happen next week. The binary release will happen sometime after that.
