Fixing comments in constants.py #11983

Proposed changes:

  • Changed mispelled words, the position of the comments and fixed grammar so it can be more readable and understandable.

Status (please check what you already did):

  • added some tests for the functionality
  • updated the documentation
  • updated the changelog (please check changelog for instructions)
  • reformat files using black (please check Readme for instructions)
