fix: relax the pympi-link reqs that was unecessarily strict

When installing everyvoice, we get dependency conflicts because the
current pympi-ling is 1.70.2, but Studio still demands ==1.69,
unnecessarily since after testing, I see the output is identical with
the latest version.
