The search in administration setting shows all settings when no settings found

Description:

When I search for any keyword, if there are no search results the UI should show empty instead of showing every search result, it gets very annoying if there is no such setting and we search the entire the list

Steps to reproduce:

1. Go to settings as administrator
2. Enter any random string in the keyword
3. All settings are still there

Expected behavior:

If no search results are there the search should be empty

Actual behavior:
