use goarista/monotime for windows and unix #1

we can use goarista/monotime as source for unix and windows monotonic timer. However, goarista's timer does not work on mac osx 10.11.6. so I am keeping clock_darwin.go because it works.

Hi @fanminshi

Thank you for the PR -- I went ahead and added the Windows QueryPerformanceCounter backend in #2, and as part of that just pulled in the parts of goarista/monotime that made sense. I think it makes sense to test and work on merging #2 over this PR.
