CompatHelper: bump compat for Optimization to 3 for package docs, (keep existing compat) #687

This pull request changes the compat entry for the Optimization package from ~3.15 to ~3.15, 3 for package docs.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

Who put the bound on Optimization.jl then?

It was broken and uninstallable like a month ago. We should remove it now as newer versions fixed the issue.

Not really sure how CompatHelper works, but I dont't think I or anyone else have touched the Project file or anything Optimization related in quite a while.
