This is a bit picky, but the last several whatsnew pages have had release dates specified in the format nth Month YYYY, and it would be nice to see that here too please.

Time out exceptions only that are causing the tests to fail, so I'm going to merge.

This may not be the best place to ask, but are there going to be any more 1.8.x or 1.9.x releases? I want to close those milestones and relabel the issues if there are no new releases forthcoming.

it is my belief that there are not going to be any more 1.8 or 1.9 releases.

I think the milestones should be closed and issues relabelled
