Description

This is regarding #1943 .
Adding apt-get upgrade to the build will patch os packages for vulnerabilities on new builds.

Motivation and Context

I scanned images via Sysdig tool and it reported vulnerabilities.

• Breaking change (fix or feature that would cause existing functionality to change)
