Clicks go through layer height control when it overlaps toolbar

How to reproduce

1. Resize window so the toolbar is near or touching the right edge of the window (as it is when using a narrower monitor.)
2. Select a model and click the Variable layer height button.
3. Click near the top of the layer height control (where it overlaps the toolbar).

Actual results

The click goes though the layer height control and hits the Assembly View button.

Expected results

The desired layer height should be adjusted.
