DIA-2292

  • add GPPData object to IncludeData (to request GPPData to the server)
  • add gppData to SPCCPAConsent
  • store gpp data, key by key, in local storage
  • make sure to remove previous gpp keys when re-assigning gppData
  • add GPPData to responses' models
  • make sure to update legislation data on onConsentReady
  • request consent data for existing users (users have hasLocalData = true and the APIs won't return consent data for those, unless taking consent action). This is likely to be done in a separate PR.
