Tooltips not working with the shortcodes

This was a reported by a customer and confirmed in my testing

Tooltips are working with Gutenberg blocks but are not working with the shortcodes. For example:

[tag_groups_simple_cloud include=3,5,6 taxonomy=post_tag smallest=18 largest=20 custom_title_plural="my posts use test" custom_title_zero="No post uses {name}"]

[tag_groups_shuffle_box include=3,5,6 taxonomy=post_tag smallest=18 largest=20 custom_title_plural="my posts use test" custom_title_zero="No post uses {name}"]
