This is web-blog api :)
In the program everyone can look at the articles without authorization
But if someone want to post new article, write comment, - need to login
New Service - Timed Hosted Service added for doing background tasks within chosen time (time for interval will be 1 or 3 days)
Redis part is in testing (it is working, but not added for all sections)
Error messages changed from string to json format :)
Enum sections will be changed to the SQL database and will work on Redis caching
