The toml writer now passes all tests in the toml-test test suite.
The parser is now 96% compliant with the toml-test test suite.

After a few fixes, NightConfig passes 98% of the test suite. The remaining failing tests complain about invalid TOML documents that are not rejected but would require a non-trivial fix.
Let's merge this for now :)
