Please explain your feature request to the best of your abilities:
Currently you can only limit the distance between towns with the min_distance_from_town_homeblock and min_plot_distance_from_town_plot options. However this affects towns that already exist. A config option that only affects new towns would be nice. This would make it so that only players who want to make a new town would be affected by this chunk buffer, leaving existing towns unaffected. For example in the server I am an admin on, a lot of towns have clumped together in an area, but they aren't all in the same nation. Because of this, if I were to increase one of the two options I listed above, it would stop any of those towns from claiming any new chunks at all, because the new buffer would overlap their entire town. If there was a new option so that only new towns are affected by this buffer, then it would leave those towns alone, and make it so that new towns cant be clumped together like that again in the future. The option could be called something like "min_distance_from_townblock_for_new_towns". Sorry if I explained anything poorly, I will clarify if necessary.
It would be a really trivial change to make but would make a lot of difference for world management.
