Build and destroy events are blocked if switch permissions are disabled

What steps will reproduce the problem?

1. Enable all perms on a plot except for switch permission
2. Try break a block that is managed by switch permissions (e.g. chest)
3. The event is cancelled

What is the expected output?

The event should follow through and the block should be placed/destroyed, however, item use and switch events block the build and destroy events.
