There is a large amount of electricity generated with petroleum coke at one of the "oil" plants in this BA. This is another issue that may go away with the proposed fix for #77. At least it would be correctly labeled as a "COKE" plant, if such a thing existed.

This issue did not go away. We mapped pet coke plants as "OIL" plants for FuelCategory, but then didn't have a fuel profile for it. After implementing the proxy, only NorthWestern and PJM "OIL" plants had significant increases in total petroleum product consumption. This brings them much more inline with the other oil plants.
