MUMPFL-24, 74, 75: Admin Emergency Contact UI and Descriptive Text for LEC

Adds emergency contact cards under the local address cards in the admin interface.

Adds descriptive text to the cards for emergency contact and local address to inform the user what they are, per @keirserrie's mockups.

@jhanstra - just met with UComm & UMark and they suggested using wording "trusted friend" in there. Could have instead of other individual or in addition?

Should the clarifying text be repeating on every contact card, or should it be near the top of the column once?

It's a little goofy to put

A parent, relative, or other individual...

on a card that the student has told us is in fact a parent. Not unacceptably goofy. Just something to think about in the vein of making MyUW feel like we really know you and the experience is tailored to you.

@apetro I agree it's goofy. Unfortunately it's not a trivial fix (would require some refactoring/reorganizing), so I'd rather come back to it in a separate task. But I agree it should be fixed.

Goofy, but we discussed this and decided to err on the side of hand-holding/condescension, since it's important that this is understood. If there's time/inclination this message could just appear on the top card.
