Added the foundation for documentation for the project.

Minimal on doc deployment (no code in lua files was changed).

A lot of pages are TODO stubs and should be completed after this PR is done.
Also apparently after I already committed I noticed this was the branch I used to make the issue / pr templates, so there's a few commits that should be skipped since they were merged before.
