To make up for my transgressions from 8 years ago, the chatbox must be open for business.

Acceptance criteria:

Chat box permanently open and fixed in place on right hand side of Play page, right of the lobby browser
Lobby window is still legible; hide role icons if necessary
Mobile compatibility: swipe right to access chat, swipe left to access lobbies
