Bumping to the most recent version of
libcurlunder Windows+Visual Studio unearthed some issues, so I've taken a stab at modernizing the cmake-based infrastructure. The pressure for this release has hit critical mass, so we will be releasing pretty soon, after this and other recent PRs have been reviewed, some documentation gets updated, etc. We will also be coordinating a Fortran release to happen at/near the same time, followed by a refresh of the C++ interface library.
