fixed memory problem in tst_h_dimscales #511

Fixes #244.

Simple fix - passed parameter was size int, but was being cast to int64. As a result, there was a memory overflow which may blow away the loop counter variable.

Hilarious confusion then ensued.

Made this change to eliminate warning. H5Gget_num_objs does not expect a volatile.

Super duper, and obviates a branch Iw as working on locally (regarding the volatile). Can you review and accept the CLA? You should only need to do that once. It's a Unidata thing and applies across all the repositories under Unidata/, it isn't specific to netCDF (or you, hah!). Thanks!

To confirm, do you think you could have them try to log into Travis CI at least once at https://travis-ci.org/ and push a new commit?
