1. Bump yaml, stylelint and stylelint-config-recommended-scss in /frontend …

   Removes [yaml](https://github.com/eemeli/yaml). It's no longer used after updating ancestor dependencies [yaml](https://github.com/eemeli/yaml), [stylelint](https://github.com/stylelint/stylelint) and [stylelint-config-recommended-scss](https://github.com/stylelint-scss/stylelint-config-recommended-scss). These dependencies need to be updated together.

   Updates `stylelint` from 13.13.1 to 15.6.0
