chore(release): remove beta release stream + ensure alpha is running on main for uniswapx

Description

• Removes the beta publish stream to ensure future publishing is on the primary flow (main except for uniswapX which is still alpha for the current version)
• Make main target branch not main for all non-layer 1 SDK's to ensure versions are published in sync. These are marked as wont-release-yet as their branch name.

How Has This Been Tested?

• ci will be manually run after this to target main and publish the non-beta SDK's for layer 1 (sdk-core and permit2-sdk)

(Optional) Follow Ups

Once the first layer is published, we will publish each layer in succession in the following waves:
Layer 2: v2-sdk, v3-sdk uniswapx-sdk
Layer 3: router-sdk
Layer 4: universal-router-sdk
