First complete ROV release

The first set of software, CAD files, instructions and other supporting materials which should allow anyone to build their own Remotely Operated Vehicle! Has been subject to testing on-shore and in water. Still has several issues summarised in the manual but should provide a solid starting point for anyone who wants to get into maritime robotics.
