Newer versions of DNN have a ton of new features, sometimes including security updates. Regardless, all developers should be regularly upgrading their DNN environments to ensure that you have the most features, most bug fixes, and the highest performing code base.

This update is to update the underlying DNN dependencies from 09.08.00 to 09.10.00.

Do the only thing we can to update the DNN version dependency.
