Description

This PR is a cherry-pick of PR: https://github.com/VOLTTRON/volttron/pull/2882/files

#2882 should have gotten merged into develop. However, during the control refactoring work, this change on control.py didn't make it into the refactoring. Oddly, the tests for --all-tagged did make it into develop.
