Description

This fix updates bootstrap to remove options for pip that don't exist in the latest version of pip.
Fixes # (issue)

How Has This Been Tested?

I used this fix to deploy a platform using volttron's ansible-galaxy repo.

Test Configuration:
PNNL Campus deployment, math building board.
