When a package is added to packages.add with pkg add, it can later be removed from the list with pkg remove.

But when a package is added to packages.remove with pkg remove, it can not be removed from the list with pkg add.
Instead, there will be an entry in packages.remove and packages.add afterward, which doesn't make sense.
