FIX: Lag on city activation due to addWaypoints (@Vdauphin).

When merged this pull request will:

The addwaypoint command takes 17.21ms and the CBA fnc takes 17.35ms with -1 it is around 100µs
Will takes advantage of this also optimize default value for radius in CBA_fnc_addWaypoint etc. CBATeam/CBA_A3#1277
