Is your feature request related to a problem? Please describe.
Update the library and MCCL to .NET 8.0

Describe the solution you'd like
The VTS library and the applications (WPF, MCCL, Vts.Scripting) will be upgraded to .NET 8.0

Describe alternatives you've considered
Since .NET 6.0 will be out of long-term support in November, we need to do this upgrade.

Additional context
We need to make sure the WPF has a version of the Windows .NET architecture that is compatible with .NET 8.0
