Configuation files enabled limited user created

In this release i have added the features for two kinds of configuration files. The first one being the ergo-telescope.cfg a file that you can use to configure the ergo-telescope daemon. The second kind of configuration file is a GPS configuration file. This file is specified in the ergo-telescope.cfg file and loads a raw ublox configuration file. You can use one that was shipped with the program or build your own with the ublox program ucenter.

This release also adresses some security issues by running the ergo-telescope daemon under a user. The users name is ergod. This will help with permissions in future expansions of the program.
