Update locationID.json

- Fixed formatting so that it's consistent throughout the entire file
- Alphabetized regions
- Added Russia and moved "Russia-Cl", "Russia-GA", "Russia-K" underneath and added "Sakhalin Island", "Kamchatka Peninsula", and "Chukotka Peninsula"
- Moved Coral Sea under South Pacific
- Moved Gulf of Thailand to South China Sea
