WordPress 6.5 was released with a bug that appeared after #60423 doing the unification of the document tools component between the post and the site editor implementations: the block inserter button is accessible when Distraction Free mode is on.
Initially I considered leaving it like this, because the inserter, unlike other sidebars auto closes when focus is moved to the canvas.
But then I noticed that a user cannot access the search box of the inserter which is a glaring bug, so it's best we remove this mistake as soon as possible - we do not want it to make its way into tutorials of any sort. Plus it will definitely get in the way if we ever want to make the inserter a normal sidebar.
The PR is just adding the negative condition around the inserter button.
