HTML API: Implement step_in_caption #7041

This builds on TABLE support from #6040 (merged here).

HTML5-lib test change (./vendor/bin/phpunit --group html-api-html5lib-tests, (compared with #6040):

-Tests: 609, Assertions: 377, Skipped: 232.
+Tests: 609, Assertions: 384, Skipped: 225.

Test using WordPress Playground

The changes in this pull request can previewed and tested using a WordPress Playground instance.

WordPress Playground is an experimental project that creates a full WordPress instance entirely within the browser.

Some things to be aware of

  • The Plugin and Theme Directories cannot be accessed within Playground.
  • All changes will be lost when closing a tab with a Playground instance.

I'm not a fan of mushing together the separate groups, but we're close enough to the end of the initial support and these are close enough that I think it's fine.

What I don't like about it is how we have to start remembering and interpreting the spec in our heads as we move through the body of the case. There's already an exception for this in +LI, +DD, +DT, so it's not without precedent.

As part of work to add more spec support to the HTML API, this patch adds
support for the IN CAPTION insertion mode. This small section of the
spec handles rules for the `<caption>` element.
