Allow developers to load in files like .wav, .mp3, etc... then play them

A very basic and poor implementation has been made. I won't close this issue until I feel the audio part of the Lua API is complete. I will be marking this as done on the TODO board for now though...

still unfinished, and will likely be a demo for the features (that will be) added in #26, #39, #40, and #41
