Initial functional release

This release has been demonstrated during Nov/Dec of 2016. It it is functional, but requires modification by the customer to set up the userVariables configuration.

The constraint of modifying the code to configure is not sustainable, making the upgrade process difficult.

Other major issues that aren't implemented yet:

• TopoJSON format, which is useful for reducing file size on high resolution/dense polygons
• Radial menu. Users can apply filters from outside the map, but not from the map to other charts
