The "Time Run" filter in the mri_violations module filters by the date but not by time. I am not sure if this is a feature that we want/need, I will ask in a meeting!

…and time (#9190)

Add a DatetimeElement to input datetime information, which can be used to filter table columns with both dates times.

Resolves #9091
